FY22 & FY23 updates
During 2021 the Virtual Library of Virginia (VIVA) negotiated with Elsevier on behalf of all state-owned institutions for better terms for a subscription agreement. A mutually acceptable agreement was not reached, so the Virginia Research Libraries extended their individual title subscription agreements for 2022. VRL resumed negotiations in order to secure favorable renewal terms for 2023 and 2024
In fall 2021 VIVA licensed Rapid ILL for all state institutions. Rapid ILL works seamlessly with ILLiad to facilitate free lending of articles between participating libraries. The average turnaround time for Rapid ILL articles is 6 hours, many requests can be filled within 30 minutes.
University Libraries has continued to review usage of all subscribed journals. Based on access attempts to unsubscribed journals and ILL request data new Elsevier journal subscriptions have been started in 2022 and 2023 on a highly selective basis.

Interlibrary loan requests may be placed for post-2020 articles from cancelled journals.
